Yesterday the House of Representatives passed H.R. 8294, a package of six fiscal year 2023 federal appropriations bills. The six-bill package includes the FY 2023 Financial Services and General Government funding bill, whose related agencies like the Small Business Administration have regulatory oversight of some ESOP-related issues, and which includes provisions that will directly impact ESOPs and employee ownership in America.

Des Moines Iowa, February 2, 2022 – Iowa Governor Kim Reynolds today visited Library Binding Services (LBS Inc.), a 100% Employee Owned business, to promote a plan that would eliminate state taxes for retirement plans, including ESOPs, and would encourage more Iowa business owners to sell their businesses to their employees as a retirement succession plan.

The ESOP Association and other employee benefit groups play a major role in Congress making permanent many Economic Growth and Tax Relief Reconciliation Act of 2001 (EGTRRA) provisions that benefit sponsors of defined contribution plans, such as ESOPs.

When early drafts of the 1989 deficit reduction bill included eliminating the deduction of dividends paid on ESOP stock, The ESOP Association successfully fights to preserve the deductibility of dividends.
